WP1 – Project Management and Coordination

WP1 ensures the effective legal, financial, contractual and administrative management of RIGHTS WHISPER. It coordinates technical implementation, quality assurance, risk and progress monitoring, partner communication, stakeholder engagement and consolidated reporting to the European Commission.

Website media/files: project meeting updates and approved photos, selected public project milestones and non-sensitive implementation news. Internal management documents should not be uploaded unless explicitly designated for public dissemination.

WP2 creates the project’s analytical foundation. It links Directive (EU) 2019/1937 with Charter Articles 11, 31, 41 and 47 and examines how whistleblower protection works in practice across the participating countries. Research covers reporting channels and designated officers, workers’ awareness of rights and procedures, retaliation cases and relevant case law. Findings are consolidated into comparative evidence that informs the training and awareness activities that follow.

Planned website resources: Guidance Document linking Directive 2019/1937 with Charter rights, national implementation research, baseline evidence, retaliation and case-law analysis, and the comparative transnational report. Public deliverables should be added to the Resource Hub when finalised.

WP3 turns the research evidence into practical learning. It develops structured educational content on reporting channels, designated officers, confidentiality, anti-retaliation measures and remedies. Capacity-building hubs support civil society organisations, compliance officers and public bodies, while a transnational workshop strengthens cooperation between CSOs and competent authorities. A digital Q&A video tool will make key information easier to access and understand.

WP4 brings whistleblower rights to wider audiences in accessible and engaging formats. It includes the six-episode Inside the Whistle podcast series, Whistleblower Law Explained video shorts, an interactive European Whistleblower Casebook, the Safe to Speak EU Awareness Day and a social media awareness campaign. Legal information is translated into plain-language content while maintaining explicit links to the Directive and the Charter.

Planned website media/files: Inside the Whistle podcast episodes and transcripts, 8–10 Whistleblower Law Explained video shorts and subtitles, the interactive European Whistleblower Casebook, awareness campaign materials, and photos/videos from the Safe to Speak Awareness Day and local actions.

WP5 ensures continuous communication, dissemination, impact monitoring and sustainability. It covers the project’s communication and dissemination strategy, multilingual website and Resource Hub, visual identity and communication materials, newsletters, press releases and social media, national and European dissemination actions, impact evaluation, and a sustainability and exploitation roadmap for continued use of project results.
