Objectives
Objective 1 – Make Whistleblower Rights Easier to Understand
Increase awareness and confidence among workers and the wider public regarding lawful reporting channels, confidentiality, anti-retaliation protection and access to remedies.

Objective 2 – Connect Whistleblower Protection with Fundamental Rights
Show in practical terms how Directive (EU) 2019/1937 gives effect to key rights protected by the EU Charter, particularly freedom of expression and information, fair and just working conditions, good administration and effective remedies.

Objective 3 – Strengthen Reporting Systems and Institutional Capacity
Support competent authorities, public bodies, companies, reporting officers, compliance and HR professionals, and CSOs with practical procedures, learning resources and capacity building so reports can be handled securely, confidentially and within the applicable timelines.

Objective 4 – Strengthen Protection Against Retaliation and Access to Remedies
Improve understanding of retaliation risks, protective measures and available remedies, while helping relevant actors respond more effectively when retaliation is alleged.

Objective 5 – Promote Inclusive, Accessible and Rights-Based Communication
Ensure that whistleblower information can reach diverse audiences, including people with disabilities and under-represented groups. The project uses multilingual, plain-language and accessible formats and integrates gender equality and non-discrimination into communication and training.

Objective 6 – Build Sustainable Impact Beyond the Project
Support the continued use and uptake of RIGHTS WHISPER tools and resources by civil society organisations, public institutions, professionals and citizens after the funded period.
