Deliverable D2.1 — Guidance Document:Linking Directive 2019/1937 with Charter Rights
This handbook explains, in clear and practical terms, how the EU Whistleblower Protection Directive (2019/1937) connects with the fundamental rights guaranteed by the Charter of Fundamental Rights of the European Union — specifically Article 11 (freedom of expression and information), Article 31 (fair and just working conditions), Article 41 (right to good administration), and Article 47 (right to an effective remedy and to a fair trial).
It is written for people and organisations that deal with reports of wrongdoing in practice: workers considering whether to speak up, persons of trust who receive and handle reports, organisations establishing internal reporting channels, and competent authorities receiving external reports.
The document is divided into three parts. Part I presents an accessible overview of the Directive’s scope, reporting routes, and protective mechanisms. Part II analyses each of the four Charter articles through narratives and real-world examples from Greece, Bulgaria, and Slovenia. Part III translates the analysis into operational guidance for organisations and competent authorities.
The handbook also includes four practical tools: a checklist for organisations to assess whether their whistleblowing policy respects the underlying fundamental rights (Annex A), a short guide written directly for workers in plain language (Annex B), a glossary and further resources (Annex C), and model wording for acknowledgement and feedback communications (Annex D).
D5.1 – Communication, Dissemination Strategy & Web Portal
D5.1 is the project’s master communication and dissemination plan. It sets out how RIGHTS WHISPER will communicate its activities, disseminate results and ensure EU funding visibility across the full 24-month implementation period, binding all consortium partners.
The document covers: communication objectives and core project messaging; audience segmentation across six primary target groups (competent authorities, workers, CSOs, trade unions, journalists and legal practitioners); visual identity guidelines and logo use rules; social-media strategy across five platforms; and digital, media and offline dissemination activities including national workshops, a podcast series, explainer videos and policy briefs. It also defines the architecture and governance of the official project website and its Resource Hub — the long-term open-access repository for all public outputs — which will remain available for at least five years after the project ends. All communication activities are governed by principles of accessibility, gender-inclusive language and safe, non-identifying representation of whistleblowers.
